The problem is that the original compact in the early 1900s dividing the water between the seven Colorado river states used one year of rainfall data. Unfortunately, that year was a very rainy year.
Each state was granted so much acre feet of water.
I think a simple solution would be to take those same ratios of apportionment and apply it to the actual rainfall each year.
