I think it's Joseph Stalin. He was a bank robber in his youth. Also Churchill was born into a wealthy family meaning he'd have no reason to rob a bank. Idk about FDR, I don't know much about his history.

It caused a divide between the radical Bolsheviks and the moderate Mensheviks because they had previously agreed to no heists too keep their reputation clean but Stalin and Lenin ignored that rule. The money they managed to hide from the authorities helped fund Lenin's underground operations which was critical to the revolution. It also helped Stalin gain the trust of Lenin's inner circle by proving to them that he was a ruthless man of action which paved the way to his position as leader of the USSR. It also severely damaged the international image of the Bolsheviks because it made global headlines but Lenin managed to downplay his part in the robbery which helped heal his reputation.

By "it" are you referring to the 40 confirmed deaths by their 1907 giant bomb explosive concussion blast, that they hid the material in a sofa, or the hand grenades and pistol shooting the group acted with upon the hostages they took in the nearby bar and everyone else between them and the rubles on their way into and back out of the bank?
Nice touch that Stalin did not participate, yet watched from outside the blast percussion ring, his scheme be put into activist action. Sorta like 1970 Angela Davis with the getaway van.
