It was Jimmy Carter who did that in the 1970s creating the homeless crisis AND the spree shooting crisis when he cut funding for mental Healthcare.
He called it "mainstreaming the mentally ill so they will be like us."
Not only did it fail miserably despite the millions cut in funding to Asylums nobody got a tax refund.
