The Emancipation Proclamation didn't free any slaves, hence why it didn't free any slaves. There was no way to enforce it, it was just a thumb up the nose at the South.
On top of that, the Border States were exempt from it, as well as any Confederate territory the Union had captured. They were allowed to keep their slaves. And in case that requires any clarification for the perpetually confused who had opted to not stay in school when they were clearly the most in need of it, they were exempt by Abraham Lincoln himself. Abraham Lincoln allowed for them to keep their slaves. In the Emancipation Proclamation.
