Biggest impediment to Freedom Tower construction was all the Pols deciding who was gonna get rich from all the graft, and hundreds of 'committees' with PAID 'consultants' making rules and restrictions comprised of friends and relatives from all five burrows.
It was like 4 years til they turned one shovel as I recall.
