It’s basically a forced alliance, but:
- You get double the advantages while your puppet state gets none
- The puppet state can’t get into any other alliances until you get defeated

- Train your army (success is random, but the more countries you have, the higher the training is)
- Develop technology (success & type of technology is random)
- Trade technology (requires a trade token unless you‘re allies)
- Use technology (puppet state/economy boost)

Extras (doesn‘t take a move):
- Change your color
- Change your name
- Form alliances (allies get a boost while attacking, a bigger boost while defending, and can‘t attack each other)
- Accept alliances
- Use technology (bomb/pacifism/electric network)
