the sitemods might, but imgflip doesn't.
for example if all of the sitemods were replaced by competent people who read the terms of service and comprehended them, they would only enforce bans for slurs when they are used in a manner which violates imgflip's terms of service.
for all intents and purposes, sitemods, as direct employees of imgflip responsible for enforcing its moderation, represent imgflip and can be referred to as imgflip in matters of moderation
that doesn't change anything though. it's not in the rules. it's something the sitemods (and global mods) as specifically separate from the imgflip tos("imgflip") have decided to enforce. no one would know by reading imgflip's tos that slurs in any context are against the rules. thats what matters
also just because they represent imgflip does not mean they represent it accurately
