Crazy idea but maybe neighborhoods should be able to police themselves without too much outside interference. In other words if a Black Thug commits a crime inside a Black neighborhood and the Black citizens decide enough is enough and choose to handle the matter themselves then who is anyone to say whether they are right or wrong.
