The Constitution only says 'enemies domestic' without defining the enemy nor says what the president can do to them. Granted it might be a slippery slope but it can be narrowed down to elected officials who don't do their jobs.

The elected and appointed officials of our federal government take an oath of office before undertaking their constitutional duties. Let’s take a look at that oath, expressed as a question and answered by “I do.”

Do you solemnly swear that you will support and defend the Constitution of the United States against all enemies, foreign and domestic; that you will bear true faith and allegiance to the same; that you take this obligation freely, without any mental reservation or purpose of evasion; and that you will well and faithfully discharge the duties of the office on which you are about to enter: So help you God?
