Things cleared to establish residency and be registered to vote in CA:; driver's license or identification card of any state;; passport;; employee identification card;; identification card provided by a commercial establishment;; credit or debit card;; military identification card;; student identification card;; health club identification card;; insurance plan identification card; or; public housing identification card. Of course, you can get many of these in LA, being an illegal alien, and vote; if you are actually a US citizen, you still don’t have to be an actual CA resident to vote.
