if it is not stated in the amendment it self it doesnt matter. it only matters if the judicial branch says it matters

I think that means that if you were born here, but lived somewhere else, then you don't get citizenship from the amendment. Only if you're born here after the amendment then you get citizenship even if you live elsewhere.
