Yeah it's probably a rip off of Tom and Jerry. Anyway I remember watching Herman and Katnip on now-defunct TCC as a part of their compilation Casper and Friends in the UK and my home country Ireland in the 1990s. It's OK for me but it's not as good nor entertaining as Tom and Jerry. I've heard Herman is a bully because he keeps torturing poor Katnip and he never loses against Katnip. Frankly Herman is definitely a villain more than a hero. At least he is kinda likeable in his early cartoons like from the 1940s.
I prefer to Tom and Jerry over Herman and Katnip.
