I'm sorry that was a typing error. When you have nothing to run on is what I meant to say.
But you are right she has no new plan to address homelessness in the area. It would seem that they plan on continuing what has not worked in the past and pay more for it. There's money that can't be accounted for and all kinds of other questionable things.
