So, here in the United States, there's a gun company called Palmetto State Armory, who have a similar idea to Budget Arms from Cyberpunk 2077. They make guns as cheaply as possible to get them in the hands of as many people as possible. Granted, they're not EXACTLY like them, because they don't make their stuff out of cheap plastic or sell to criminals, but still. They're also well known for making meme rifles, specifically meme lower receivers, such as the Super Troopers themed one pictured above.
