This meme uses two polar opposite phases from the Mr Incredible Becoming Uncanny Meme and is meant to satirize the hype between high school graduation season in the perspective of how most other seniors view it versus how I view it.

You asked about the bottom. According to the lore of MIBU, that's Phase 22 of Uncanny. It was created by DusttaleImpostor, FreakyHellStudios, or Phoenix (depending on whichever username you know him by) as part of Extended Template 1, which also included Phases 19, 20, and 21. Phase 22 (shown here) is the last phase in ET1, and a soundtrack from Super Paper Mario called River Twygz Bed was deemed so scary that it was used as the audio on this phase. These four phases later became the official standard for Phases 19-22.

Phase 22 was also used as Phase 6 in an unofficial template called "Mr Incredible Becoming Ugly", though I forget which user created that template.
