They're not saying that at all. They're pointing out that people who are impoverished (and POC are disproportionately impoverished) are more likely to be disenfranchised and more likely to have a difficult time obtaining ID

State ID's are free. To get a driver's license, you have to pay a small fee. I've never met a black person who didn't have an I.D. Democrat politicians are saying they don't think black folks can pass the driver's test to get an I.D. The majority of poor people and those on welfare are white and they all have an I.D., so it's not related to being impoverished.
