Yes. Also, they apparently felt like we couldn't do anything to them, because (according to reports... ahem...) they said to Witkoff's face that they had enough enriched uranium for 11 bombs and were not going to give it up. Why not just say "green light" to our military? It's the same thing as choosing war.
