Good on paper and bad if you don't do it right. It's easy to abuse the concept, but as far as I know, it's about abolishing the control of the government after some time so the workers can make decisions about their own work on their own. I think it’s an incredibly free concept (in the sense of promising freedom), but it's dangerous when people abuse it.
