It looks pyroclastic in texture, but pyroclastic is lacking in water.
Hydroclastic lava flows actually are the ones with water mixed with the magma.

Volcanoes like Mount St Helens, Yellowstone, Vesuvius.... with plumes of ash are pyroclastic, they are dryer.

But Kilauea and the rest in Hawaii, with liquidy taffy-like flows are hydroclastic. Water deep underground seeps into the magma and so that's why the lava has that kind of viscosity.
