It refers to the cannabis culture - Not sure if you would classify weed as a hard drug ?
I understand it has now been legalized in some states. Not here in the UK though
Weed is pretty hard for sure
And being a liberal politician here basically means you hate your citizens so yes it's been legalized here completely
