It is way above my head to say who will go where. The worst murderer to ever live could, theoretically, have an epiphany anytime up til death that will save them from eternal separation from God. God created two destinations for all souls following death: with Him, and apart from Him; forever. The choice is us telling God, "Thy will be done" or God telling us, "Thy will be done" - a person wants nothing to do with God here and He won't force them to be with Him forever after.
