No, he's just making fun of people because that's what he likes to do. He thinks it's funny like the people you say made fun of you think it's funny. They're not being comedians, they're doing it deliberately to be mean to somebody because they feel weak and they hate themselves.
Have you ever heard anybody who was happy with themselves, happy with their lives making fun of anybody? Neither have I.
