It's a legal requirement, like how nicotine products have to say thst nicotine is highly addictive. The people who sell cigars, cigarettes, vapes, eCigs, etcetera, are required to acknowledge the potentially damaging health effects that smoking/vaping/whatever has on you, since you can die from it.
