How does it compare to the newer ones?

HPR is largely just the same as normal 2010 Hot Pursuit, with not much else other than the inclusion of all extra content that was offeres seperate from Hot Pursuit 2010.

I also heard it’s only 30 fps on Xbox One

Yeah that's a bit of a caveat to really enjoying the game. But if you manage to ignore the atrocious frame ratr you can actually get some pretty funny shenanigans going on.

How does it differ from 2015 or Payback? Payback is my favorite one so far.

Payback has a multiplayer free roam mode however without cops, while HPR has only a singleplayer freeroam mode with no other racers or cops, just traffic. Payback had something like Rivals with AI roaming racers but HPR is largely distant from that. I don't really play NFS 2015 so I can't tell you how it differs but I can tell you that 2015 is online only.
