First of all he said that they had inherently criminal blood, aka genetics. So he thinks crime is genetic to minority groups.

Secondly he specifically said "mass deportation" which is what the nazis called the holocaust. He used that very specific wording...a man who did the same thing with "fake news" and "make X great again", a man who read mein kampf to bed for years...and he's following Hitler's footsteps with concentration camps like Alligator Alcatraz
