It’s believed that the CIA has a meme warfare department where they take ordinary memes and “repackage” them with a chosen message to influence American people or foreign adversaries.
In 2005, a Marine Corps Major proposed a Meme Warfare Center with a layout of how it could be structured. Then, in 2011, DARPA hired Dr. Robert Finkelstein to research the psychology of meme warfare. He later gave a presentation on the idea and his research, and even had a slide about a “Meme Control Center”, where they take a popular meme format and “repackage” them with a government-chosen message.
Though, it is unknown whether this is true or not, since it would be classified information, but in 2017, as part of the Vault 7 WikiLeaks dump, folders of blank meme formats were found in leaked CIA files.
