"THE POLICY IS CLEAR," THE AGENCY STATED. "FINANCIAL HOUSING ASSISTANCE IS NOT JUST FOR ALL LOW-INCOME PERSONS BUT INSTEAD ‘PARTICULARLY BIPOC RESIDENTS.’"
