It spells out that STATE LEGISLATORS, Time Places and Manner of elecitons are to be set by THEM ONLY, not by state supreme courts, or governors, as the group of legislators in each state are the closest and most held accountable and responsible by their representative constituency. By not honouring this, representational gov't was run roughshod upon under the guise of a cold and flu virus, a fear response created by unelected medical bureaucrats in the Federal Gov't.
