Both the Russian Empire and the USSR subjugated Latvia, Estonia, Lithuania, Belarus, Ukraine, Caucasus, and the USSR subjugated the Balkans while the Russian Empire had Finland.
Modern Russia can hardly take on Ukraine, let alone fight the rest of those areas.
