That's a facetious way of putting it. Taxpayers pay tax money to fund things like food, shelter and medical aid. Basic human decency to assist your fellow human beings benefits everyone.
Not only is a basic social safety net the compassionate and civilised thing to do but it is just basic human nature to work as a team to advance our species.
