It really does, when people lose whatever power, they thought they had, they seek it elsewhere.
When I was stationed in Florida my neighborhood decided it needed an HOA. I was grandfathered in because I already owned my home, so the stupid rules didn't impact me. Despite that a retired FBI agent decided he still had power and would knock on my door to let me know what rules I had broken, it ended badly for him. I reminded him, he was trespassing and we were in a castle doctrine state, if he wanted to contact me, do it through a lawyer. Never spoke to him again but I enjoyed the stink eyes he would give me at HOA meetings.
