Donald Trump cannot declare Antifa a terrorist organization, because they are not an international organization and they don't have a leader. Even though Antifa originated in Italy in the 1920s and is actively operating in Europe, Canada and the United States today through sophisticated organized riots, intimidation and murder. Just because they destroy US government buildings, like in Portland, Oregon and private property with terrorist tactics, that doesn't make them a terrorist organization.
