I would assume that the point of aim would’ve been the center of the head. The shot probably missed by 4-6 inches (1-2 inches to the side, 4-6 inches low) Shooting at a target at a lower elevation actually requires aiming high. If the picture on the Internet is the actual rifle used, the scope appears to have variable magnification. The rifle/scope combo could easily be capable of shooting a 2 inch diameter group at 200 yards by an experienced shooter. (a 1” group at 100yds is great shooting) The shooter’s level of experience is the biggest variable. Even the worst shot can get lucky.
The picture isn’t best, but the scope does not appear to be adjustable for windage and elevation -something a professional shooter would want. On the other hand, a bolt action makes it easier to retain ejected brass which ties the shooting to a specific firearm. The firearm looks to me like something that was chosen because of easy availability (used hunting rifle) and reasonable price( less expensive scope), if not already owned.
I would venture the shooter has a modest amount of experience with that firearm, but not an experienced professional.
