You're referring to a phrase used by white supremacists online that says "around blacks never relax". Why are you quoting white supremacists? Why are you saying that people should be nervous around black people? That's a very racist thing to say. If a black person is standing behind you in line, do you get scared?

If somebody attacks somebody just because of the color of their skin, I would say that person is a racist. But if somebody like you says that everybody with a certain skin color is a dangerous criminal I would say that is also racist.
