It’s that in Undertale’s pacifist route, you have free will, despite clearing the game. In the soulless route, Chara (the character, not you) doesn’t give you free will and instead kills everyone.
But u didn’t vote the blood isnt on ur hands. Think about it. If he’s not banned now he’s only gonna cause problems later. He’s already been banned multiple times so why would we unban him when nothings changed. U said it urself he broke a rule to get here. This guy can’t be trusted and will only cause more drama and in my opinion, we don’t really need anymore of that.

Yeh I agree but there are definitely people who would ban him if asked to and would ban him if they could. Me personally I would ban him if the vote was to ban him and I had the power to.
Now ultimately, it’s ur choice. Do whatever u please and not matter what ur decision is I promise it won’t change my opinion of u.
