From my experience, when people insult or critique an artist's work, ive seen the artist usually ask "well can you do better than me"

Criticizing somebody’s art when they didn’t ask for it is wrong; Like I’ll try to say it in a different context: You make cupcakes in your own way, which may not be the best way or the correct way, but you like it like that. Then, somebody says “Those cupcakes weren’t made the way they’re supposed to. You should follow this other route.” Just because somebody posts their art doesn’t mean they’re expecting criticism, they’re just sharing something they enjoyed making. There are a million artstyles and what is correct in one (ex. Neck size/head size), may be incorrect in the other. That doesn’t make one art piece less good than the other. Some people will enjoy one, some people the other and that’s fine. Usually, the “Well can you do better” response is how an artist defends themselves when they feel targeted by the unwanted criticism. I think all art is good, and that we shouldn’t point out what we think is wrong unless the artist asks for tips/criticism. The example sucks but idk maybe it can help a little
