Tolkien had no reason to do this, but he wrote several pages explaining how the original story was written by Frodo and that the Middle Earth language that most everybody spoke then was translated into English as closely as possible but some creative liberties were taken to convey the feelings that the hobbits felt on this journey. It’s really interesting, and there’s even more lore than that.
