Trump's policies concerning immigration ARE xenophobic. The definition of xenophobia is, "Dislike of or prejudice against people from other countries." This describes Trump's arbitrary hatred toward other races, such as Mexicans and Haitians; hence, it IS xenophobic.

Yes, China and the U.S do have negative relations; however, Trump's "reciprocal tariffs" are only escalating conflict. If you think escalating conflict is a wise choice, then YOU must be woefully MISTAUGHT.
The 10th Amendment does state, "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people," but the 14th Amendment states that the U.S government may not "deny to any person within its jurisdiction the equal protection of trhe laws," and dismantling the U.S Department of Education would deny certain people, including low-income students and students with disabilities, protection in terms of education, contradicting the 14th Amendment.
Trump's tarfifs ARE harming the economy. A decline in manufacturing jobs, reduced Gross Domestic Product (GDP), and higher costs for consumers since the tariffs all serve as evidence that they are having negative effects.
