According to the Wikipedia page about it, scientists think it's a result of how the human brain perceives color and chromatic adaptation.

This comic is based on a viral photo of a dress that was originally blue/black, but some people thought its colors were white/gold. This created a whole internet debate over the true colors of the dress, which once again is blue/black.
