my theory is that there's someone involved in politics that is on that list and they're not easy to get rid of
and if exposed, they have enough power to wreak havoc on the world
Or someone who isn't even in politics but has many politicians in their pockets and could probably still wreak havoc on us from jail

If that were the case, halting the release would make sense bc the administration doesn't know who's being paid off or is involved, and for all they know, ppl could be pretending to be on their side to betray them later.
