Is it illegal to make it seem like you're selling all 4 ink colors for a printer online then only deliver 3 of them?

I just spent around €100 thinking I was getting all 4 colors yet they didn't ship the black ink which I needed the most, the image online literally showed a box with all 4 colors and the page said all 4 colors, yet when I ordered it they shipped a box with only 3 colors
