I assume that the Starblast is as powerful, if not more, than a kamehamaha (in Dragon Ball Super, not Z). Borusel might struggle in base form, but not any form higher

Actually, no. No one in Battle of Gods could even touch Beerus, including SS3 Goku, Buu, or Ultimate Gohan.
SS2 Vegeta one, probably lucky, punch when rage boosted past SS3 Goku levels. but ultimately stood no chance.

Could tank it, and then some. Not even feel it. Could also neutralize it with his own energy easily. Heck, could probably even use just sheer willpower and knock it away with his eyes like Jiren does.
Could dodge, and be behind Outer before he notices.
Could interupt Outer and stop him from shooting it.

This is all considering that outer is LV 0, not in SS, and Borusel is SSG levels, which is at least photoshop flowey/asriel dreemur levels.
Even powered down, he could power up enough to do the things mentioned above in an instant.

Ash has hyperspeed and extremely fast wit, and he dodges faster than Sans himself, but he just doesnt use his powers unless he goes insane, so he will just continue dodging until Borusel gets tired. Ash is not really a human being, so he doesnt really get tired. he wont kill if he doesnt need to tho, but hes very sadistic and enjoys others pain whether its physical or mental, but since he knows Borusel can injure him with the non-physical attacks he will me more cautious around him

Borusel could probably connect some of his punches in SSR, especially in SSR4.
And Ash probably would start playing more passively after he learns that. Unless he somehow learned that already

The kamehameha and other techniques are Ki based. Ki is called spirit by the Yardratians. It's part of Chinese/eastern methodology I don't understand that well.

Genki (元気 lit. "Vigor")
Yūki (勇気 lit. "Courage")
Shōki (正気 lit. "Right-mindedness")

genki is literally life energy. So the spirit bomb can kill someone if too much energy is given to it.
And for the other 2, courage and right-mindedness are tied to the mind and emotions, aka ones soul.

So seeing as they can raise ki and stuff, Borusel can fluctuate his max HP and current HP as he powers up.

Yeah, but depending on Ash's speed and strength this battle might be very drawn out.
Could also use energy of destruction to shield himself, as it erases even energy from existence. Might be a risky play at low energy though
