Good for Trump. The reason this is NOT in Zelensky's hands is that the U.S. is providing nearly all of his war funding and armaments. If the U.S. shuts that down then he has to go to warmongering NATO with his hat in his hand and NATO is not under unified rule.
For every warmongering nation figuring that its too far from the war conflict to be damaged another nation closer to the danger figures that they want no part of an escalation; and they simply don't have the nearly unlimited funds and armaments for this that the U.S. has access to.
