technically any ""deity"" with a large amount of control over large environments is considered a god
in other words, if we got enough humans together, and they managed to become a type 2 civilization, we could technically call that group a demigod, however the individuals themselves would not be a demigod
if they managed to reach across galaxies, all the humans would then collectively be considered a "god" by that definition, but an individual or a large group of said individuals would not be.

now, if there was a room, and nothing existed but that room, and there was an elephant in that room, the elephant would be considered a god, however if you put that room in a universe then the elephant would no longer be considered a god by those terms
