Of all the things you listed, the public school system gives you the least amount of choice. School choice is something all parents would love to have. If I was the mayor of a city with a large percentage of parents who sent their kids to private schools or homeschooled their kids, I would let the voters vote on abolishing the public school district, since private school students and homeschooled students often outperform public school students. Then I could spend more time and money on other things, such as expanding librariy collections, beefing up infrastructure, hiring more cops, or sprucing up parks and recreation centers. I could also cut taxes and encourage residents and businesses to move in.
