If I had to guess ( and since you don’t provide the CONTEXT, I do have to guess), some Democrats got caught with their hands in the Treasury Department’s cookie jar, or many Congress critters are using insider information and knowledge to participate in and game the stock markets.

The context is that he was pissed about losing the election, so he was trying to make a case for being reinstated in spite of his clear Electoral College loss. Hillary Clinton also conceded to losing the election right away and attended the inauguration as well. She might have dropped some hints about questions here and there since, but that was to sell a book. Not to mention, everybody was asking those questions. She never contested the election.
