After a reset, whether it be normal or Frisk continuing or a true reset, he doesn't remember. He can read facial expressions. That's why he says "That's the expression of someone who..." or "hey, what's that look for? Am I wrong?" "You turned around before I said to... weird." If Sans did truly remember, he would stop us way before the judgement hall.
