For the primate controlling the infant can be a reference on how the politics of this nation has fully held grasp, or in this metaphor, drive on the corrupt citizens as shown by the infant. For a nation cannot be considered viable without proper instructions, much like the simple-minded of a toddler cannot function without an adult taking function. Besides, if you were taken on the role of a parental guardian, you would not be so corrupt as to give him a business suit or a cigar.
