It's actually the complete opposite. Canada had such a hard time processing their own tar sand that they thought the USA would fall for the word oil and agree to process it, through the government they got phase one of what was going to be 3 pipelines down to Oklahoma and Texas. So far there has been many pipe bursts, land owners stuck in Limbo forced to either give way and find a lawyer to strike a lease deal, long lengthy court battles or face emanate domain. Those who lost their land through emanate domain lost their property to Canada. In the United States the government doesn't have many ties to oil producing lands. The owners of the minerals have to either agree for the company to drill, or buy the equipment to drill. Once the neighbor is drilling everyone has to drill because it's the same oil pocket. The issue with Canadian tar sand is that it's very low grade costly to refine oil. It leaves behind spoils of sand and weakens the pipeline causing bursts during transportation process through the pipeline.
