You'd rather force the mods to be almost powerless because you know you've hired so many mediocre ones than to make sure the mods are good and actually doing their job?
To stop mod abuse and give more power to the owners
But this results in more drama, more TOS breakers and the mods who try to fix this get punished, so they stopped trying to fix it in fear of losing their position as mod.
Maybe having the ability to perm ban someone also allows that person to delete the stream
That would be the highest mod level, this would be a step down

Remind me again why mods don't have the power of perma-ban? It makes no sense for them not to,
as any basic mod should have the sense
to ban someone breaking TOS or causing problems
